Huge thanks to Wyndryder, Strawberry, and Aevie for all their work done on this thread that I shamelessly cut, pasted, and will keep updated! Also many kudos to Mefadin, whose hard work with the math throughout is greatly appreciated.

Links in red have yet to be found in game.
Links with a "*" indicate that a Sunmote can be traded in to receive the corresponding casting/healing item within the slot.
Numbers in red are the value of an item's proc, additionally the source for the value can be found by clicking it.
Numbers in orange are the value of an item when including hit.
Numbers in bold indicate that the item moves to #1 when the relevant set bonuses and/or hit are considered.
According to SimulationCraft 1 +dmg is worth the following crit rating at lower gear levels:

This will be updated with haste values once they're available for lower gear values as well.
Always aim to get near (in other words never be far lower than) the spellhit cap, which is at 76 spell hit rating with 5/5 Shadow Focus. Spell hit is now factored into the value of an item, but is separate from the main calculation since spell hit rating is 0 once hit-capped.*
There are two ways to use the hit numbers:
1) Ignore the orange pseudodamage numbers and only use the white to reach the highest total possible. If you're not nearly hit-capped then decide on which piece of gear(or a gem) will offer the best +hit gained:pdmg lost ratio while being mindful of exactly how much +hit is needed.
2) Use only the orange pseudodamage numbers(or white for items without hit) and count each point in Shadow Focus as 34.37 pdmg to reach the highest total possible. Remember though that hit rating is worth 0 once hit-capped, so this method will only work when total spell hit rating is at maximum a few points above the required amount at the given level of Shadow Focus.
* The exception to spell hit rating being worth 0 once hit-capped is when Shadow Power/Improved Mind Blast is not maxed out. If Shadow Power is not maxed then DPS may be increased by obtaining enough hit rating to drop a point out of Shadow Focus as long as less than 11.9 pseudodmg is sacrificed. This assumes 4 or more points in Imp Mind Blast and a spell cycle in which MB and SW:D are kept on cooldown. This is based on the amount of crit that a point of Shadow Power adds.
Spell Hit Caps:
* 76 hit is the cap with 5/5 Shadow Focus
* 101 hit before you can go to 4/5 Shadow Focus
* 126 hit before you can go to 3/5 Shadow Focus
* 152 hit before you can go to 2/5 Shadow Focus
* 177 hit before you can go to 1/5 Shadow Focus
* 202 hit before you can go to 0/5 Shadow Focus
All numbers rounded up to the next whole number.
1% hit = 12.6 hit rating at level 70.
T4 set: Incarnate Regalia
T5 set: Avatar Regalia
T6 set: Absolution Regalia
FSW set: Shadow's Embrace
SS set: Spellstrike Infusion

When we calculate we use these values & this template:
* 5.57 crit rating = 1 dmg (with SW:D in rotation)
* 1 haste = 1 dmg (presuming ~1400 dmg)
* 10 spirit = 1.1 dmg (1 dmg without kings with imp DS)
* 80 int = 1 crit% = ~4.36 dmg (3.97 dmg without kings)
* 1 hit = 1.364 dmg (when not hit-capped)
* dmg + crit/5.57 + int*0.055 + spirit*0.11 + haste + sockets [+12 gems] + meta [MSD or ESD] = sub-total + hit*1.364 = total
This list does not take +stamina or mp5/regen into account in determining an item's value. Your shadow priest is your character and if you feel a certain item here works better for your play style than another, then go for it. We have assembled this list using a specific criteria and it may vary from your priorities.
Gem choices are:
Runed Crimson Spinel (12 dmg)
Reckless Pyrestone (6+(5)=11 dmg)
AND
Ember Skyfire Diamond(14.75 dmg).
CSD is rated at 9.8 dmg and requires at least two blue gems which would further lower the overall gain versus ESD. Additionally MSD is rated at roughly 19.1 dmg, but requires more blue gems than yellow, which immediately reduces the difference in most helms to satisfy the meta requirement. But it also rules out the use of Reckless Pyrestones to gain useful socket bonuses, so ESD is used for all meta slots.
